Here\u2019s a simple guide to managing shared responsibilities on site.<\/span><\/p>\n<p><span style=\"font-weight: 400\">On any project, more than one contractor is usually involved \u2014 and everyone has a part to play in keeping people safe.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Everyone on a project has a clear role, called a <\/span><b>duty holder<\/b><span style=\"font-weight: 400\">:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400\"><b>Client<\/b><span style=\"font-weight: 400\"> \u2014 the person the work is being done for<\/span><\/li>\n<li style=\"font-weight: 400\"><b>Principal designer<\/b><span style=\"font-weight: 400\"> \u2014 plans and manages health and safety during the design stage<\/span><\/li>\n<li style=\"font-weight: 400\"><b>Principal contractor<\/b><span style=\"font-weight: 400\"> \u2014 plans and manages health and safety while the building work is going on<\/span><\/li>\n<li style=\"font-weight: 400\"><b>Contractors<\/b><span style=\"font-weight: 400\"> \u2014 complete task-specific building work, such as carpentry, plumbing, groundworks, and so on<\/span><\/li>\n<li style=\"font-weight: 400\"><b>Worker<\/b><span style=\"font-weight: 400\"> \u2014 anyone doing the hands-on work<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400\">If you\u2019re the main (principal) contractor, your duty isn\u2019t just to your own team. You must protect anyone who could be affected by the work \u2014 that includes other contractors, their workers, and visitors.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Where jobs overlap, duty holders must <\/span><b>cooperate, coordinate<\/b><span style=\"font-weight: 400\"> and <\/span><b>communicate<\/b><span style=\"font-weight: 400\"> so everyone can meet their responsibilities.<\/span><\/p>\n<h2><b>Examples of Shared Duties<\/b><\/h2>\n<p><i><span style=\"font-weight: 400\">(Note: these are simplified to keep things clear and aren\u2019t a full list. It\u2019s important to know your own duties. The HSE has helpful guidance at hse.gov.uk, or you can talk to our Advisory team if you have questions.)<\/span><\/i><\/p>\n<ul>\n<li style=\"list-style-type: none\">\n<ul>\n<li style=\"font-weight: 400\"><b>Keeping people safe: <\/b><span style=\"font-weight: 400\">Make sure your work doesn\u2019t put the health and safety of your workers, or anyone else, at risk.<\/span><\/li>\n<li style=\"font-weight: 400\"><b>Managing risk: <\/b><span style=\"font-weight: 400\">Remove a risk if you can. If you can\u2019t remove it, control it so it\u2019s as low as reasonably practicable.<\/span><\/li>\n<li style=\"font-weight: 400\"><b>Talking with workers: <\/b><span style=\"font-weight: 400\">Give workers a way to raise concerns and share their views on health and safety \u2014 and take what they say seriously.<\/span><\/li>\n<li style=\"font-weight: 400\"><b>Reporting:<\/b><span style=\"font-weight: 400\"> Certain serious injuries, dangerous incidents and work-related illnesses must be reported to the HSE. Report them as soon as you know.<\/span><\/li>\n<li style=\"font-weight: 400\"><b>First aid: <\/b><span style=\"font-weight: 400\">Make sure workers can get to first-aid equipment and a trained first aider. If you share a site with other businesses, you can agree to share first-aid cover.<\/span><\/li>\n<li style=\"font-weight: 400\"><b>Emergencies: <\/b><span style=\"font-weight: 400\">You must plan for emergencies on your site and keep those plans up to date. Agree on your emergency arrangements with the other businesses on site, so everyone knows what to do. On most jobs, this sits in your Construction Phase Plan.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h2><b>When Might Duties Overlap?<\/b><\/h2>\n<p><span style=\"font-weight: 400\">Duties overlap on any site where more than one business and its workers affect the work. It also happens in a contracting chain, where contractors and subcontractors work for a main contractor or client, and might not even be on site at the same time.<\/span><\/p>\n<p><b>Example: <\/b><span style=\"font-weight: 400\">A contractor rings a supplier to drop off materials, and they agree that a lorry-mounted crane (HIAB) is the best way to deliver. The contractor tells the team in a toolbox talk that the materials are coming, asks them to clear a stable, level drop-off area, and to keep well clear of the HIAB while it\u2019s unloading<\/span><b>.<\/b><\/p>\n<h2><b>Understanding the Extent of Your Duty<\/b><\/h2>\n<p><span style=\"font-weight: 400\">When duties overlap, how do you know how much of the risk is yours to manage? It comes down to how much you can influence or control it. Think about:<\/span><\/p>\n<p><b>Control over the work<\/b><span style=\"font-weight: 400\"> \u2014 are you the business running the task?<\/span><\/p>\n<p><b>Control over the site<\/b><span style=\"font-weight: 400\"> \u2014 are you the principal contractor or a subcontractor?<\/span><\/p>\n<p><b>Control over your team<\/b><span style=\"font-weight: 400\"> \u2014 you\u2019ll always have more say over your own workers than over others on site.<\/span><\/p>\n<p><span style=\"font-weight: 400\">The more control you have over the site or the workers, the more control you have over the risk \u2014 and the more responsibility sits with you.<\/span><\/p>\n<h2><b>Practical Expectations for On-Site Safety<\/b><\/h2>\n<p><span style=\"font-weight: 400\">Health and safety doesn\u2019t start when the diggers arrive. It can begin right back at design, choosing materials, pricing, and planning the job. That\u2019s why the client and designer are brought in early.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Keeping people safe should always come first on any site, and the law requires it. Knowing what safety systems are in place, and lining up with the other businesses on site is vital and could save lives.<\/span><\/p>\n<p><span style=\"font-weight: 400\">To keep people safe and meet your legal duties, here\u2019s what\u2019s expected:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Work with designers to design out risks early.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Set clear health and safety expectations and write them into your agreements with contractors.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Check that contractors have suitable health and safety arrangements in place.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Prepare a <\/span><b>Construction Phase Plan<\/b><span style=\"font-weight: 400\"> for the job and share it with all workers and contractors.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Agree on how health and safety will be reported. Share site rules with everyone who comes on site (easy via the HazardCo App as workers scan the QR code on your Hazard Board).<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Set out how information will be shared for the whole job.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Keep communication flowing between everyone (for example, toolbox talks through the HazardCo App).<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Keep an eye on your own workers and the contractors you bring in.<\/span><\/li>\n<\/ul>\n<h2><b>Sound Contractor Management: 6 Key Steps<\/b><\/h2>\n<p><span style=\"font-weight: 400\">WorkSafe expects main contractors to follow solid contractor management processes:<\/span><\/p>\n<ul>\n<li><b>Scope: <\/b><span style=\"font-weight: 400\">Think about the health and safety risks before you pick contractors. Talk the job through with them to check they\u2019re up to it. Keep a record in the HazardCo Hub.<\/span><\/li>\n<\/ul>\n<ul>\n<li><b>Prequalify: <\/b><span style=\"font-weight: 400\">Check that contractors have proper health and safety arrangements in place. Keep records of their prequalification.<\/span><\/li>\n<\/ul>\n<ul>\n<li><b>Select: <\/b><span style=\"font-weight: 400\">Choose contractors on the back of their prequalification, along with things like availability and skills.<\/span><\/li>\n<\/ul>\n<ul>\n<li><b>Appoint: <\/b><span style=\"font-weight: 400\">Create a Project in the HazardCo Hub \u2014 it automatically generates a Construction Phase Plan, QR code, and Hazard Board. Share this with your contractors.
