The below information is applicable to those in Western Australia.<\/p>\n

From <\/span>10 August 2025<\/b>, operating earthmoving machinery (like excavators) as a crane to suspend loads over <\/span>3 tonnes<\/b> will require a <\/span>High Risk Work Licence (HRWL)<\/b> under WHS regulations.<\/span><\/p>\n

Key Licensing Requirements<\/b><\/h2>\n
    \n
  • Operators must be competent and trained.<\/span><\/li>\n
  • Required licences:<\/span>\n
      \n
    • CN HRWL<\/b> for non-slewing mobile cranes<\/span><\/li>\n
    • C2 HRWL<\/b> for slewing mobile cranes<\/span><\/li>\n<\/ul>\n<\/li>\n
    • Exemption from C2 HRWL applies if the operator:<\/span>\n
        \n
      • Holds a <\/span>Dogging (DG) HRWL,<\/b><\/li>\n
      • Completes <\/span>SLELIC301 training <\/b>Conduct Safe Lifting with Excavators<\/i><\/b>, <\/b>and<\/span><\/li>\n
      • Provides a valid <\/span>Statement of Attainment<\/b><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n

        When Can Earthmoving Machinery Be Used to Lift Loads?<\/b><\/h2>\n

        Only if:<\/span><\/p>\n

          \n
        • It\u2019s designed and approved for lifting<\/span><\/li>\n
        • Manufacturer\u2019s limits are followed<\/span><\/li>\n
        • Equipment is properly maintained and inspected<\/span><\/li>\n
        • Lifting attachments are safe and suitable<\/span><\/li>\n<\/ul>\n

          A thorough risk assessment must be done to decide if this method is the safest option. If not, alternative lifting equipment should be used.<\/span><\/p>\n

          Safe Work Method Statement (SWMS) Requirements<\/b><\/h2>\n

          A SWMS is mandatory and must:<\/span><\/p>\n

            \n
          • Identify hazards and risks (e.g. load weight, lifting gear, ground conditions, travel path)<\/span><\/li>\n
          • Describe control measures and how they\u2019ll be applied<\/span><\/li>\n
          • Be accessible and clear to all involved<\/span><\/li>\n<\/ul>\n

            WorkSafe Enforcement<\/b><\/h2>\n
